The election to the city council in Marana begins recounting

MARANA, Ariz. (KGUN) — Half a percent — that’s what sends the race for a seat on the Marana Town Council to a recount.

Incumbent Mayor Ed Honea, who ran unopposed, was declared the winner of the mayoral election. Patrick Cavanaugh was named the winner of one of the open council seats, but the winner of the other open council seat cannot yet be declared, as the two candidates are separated by 14 votes.

Incumbent Roxanne Ziegler has 6,893 votes while Melissa Zupi has 6,879 votes.

According to state law, “A recount is required when the return of a primary or general election shows that the margin between the two candidates receiving the most votes for a particular office, or between the number of votes cast for and against initiated or referred measures or proposals to amend the Arizona Constitution , is less than or equal to one-half of one percent of the number of votes cast for both such candidates or for such measures or proposals.”

Marana City Clerk David Udall says a petition for automatic recount will be filed in Superior Court.

“We have prepared that documentation. We will file it today,” Udall said. “The court needs to expedite that process to make a decision and order a recount.”

Then the Pima County Elections Department will do the recount once ordered by the court.

“They’ve informed me that it should take about two to three days. When that happens, we’ll get the results, we’ll file them with the court and then the court will declare the results final,” Udall said.

Udall says recounts were also triggered in the city in 2007 and 2009.

He says that it is not unusual for there to be a slight difference in the votes during a recount.

“Sometimes there can be what’s called ‘doubt marks’ or other things that cause the tabulators to pick up the votes a certain way, Udall said. “I don’t think it’s that often that it changes the outcome of a race.”

The result of the recalculation will be final. Those who have been elected take office at the first council meeting after the parliamentary elections in November.
